Enforcement and Penalties
Note: The fact that a person parks in violation of any law, policy, or regulation and does not receive a citation does not mean that the law, policy or regulation is no longer in effect.
Using emergency flashers does not allow drivers to illegally park their vehicles particularly in handicapped spaces, fire lanes, at yellow curbs or in delivery zones unless authorized by the Safety and Security Department. Parking on campus is a privilege, not a right. The privilege may be revoked for continued or gross violations of parking regulations. The College reserves the right to ticket and/or immobilize or tow vehicles at the owner’s expense which are parked on campus in violation of any rule established in this guide.

Any vehicle ticketed that displays a current Clark State faculty, staff or student permit will have the citation fine charged to the permit holder. If the fines assessed are not paid within ten days, a hold will be placed on the permit holder’s account, which will prevent students from registering for the following quarter. For citations charged to faculty and staff, a payroll deduction will be assessed on the first pay of the next quarter. Fines can be paid in the Clark State Cashier’s Office, Rhodes Hall, second floor.
Appeal Process
An Appeal Form and your citation must be received by the Safety and Security Department within ten days of the date the citation was issued. The Appeal Form must be filled out completely and is available on line.
The payment of the citation under appeal is suspended without penalty during the appeal process.
If the appeal is denied, failure to pay the issued citation within five days from the date of notice will result in a hold on your account or a payroll deduction.
An appeal should be based on the fact that the violation was issued in error or contrary to established regulations. A lost permit, forgetfulness, parking only for a short period, failure to display parking permit, and/or not seeing the signs are unacceptable grounds of appeal. Note: A citation may not be appealed if the vehicle or permit holder has any other unpaid fines.
