Professional Licensure & State Authorization:
Clark State College provides public disclosures regarding academic programs that are designed, marketed or advertised to meet the educational requirements for professional licensure or certification required for employment in a specific occupation.
For each professional licensure program, Clark State discloses whether the program:
- Meets the educational requirements for licensure in the State of Ohio; and
- Meets, does not meet, or has not been determined to meet the educational requirements for licensure in other U.S. states and territories, regardless of delivery format (in-person, online, or hybrid).
A professional licensure program is defined as any academic program designed to meet educational prerequisites for a specific professional license or certification required for employment in a given field.
State Authorization & NC-SARA
Clark State is a member of the National Council for State Authorization Reciprocity Agreements, which allows the college to offer distance education (including online coursework and supervised field experiences) to residents of participating states outside of Ohio.
However, NC-SARA membership does not grant reciprocity for state professional licensure requirements. Licensure requirements in Ohio may not be recognized as sufficient to obtain licensure in other states. Students intending to seek licensure outside Ohio should review the applicable state board requirements before enrolling.
Student Location Determination
Clark State maintains procedures to determine a student’s physical location at the time of enrollment and upon notification of any change in location. Students provide their physical location during registration each semester, and this information is used to determine state authorization and licensure disclosure applicability.
Relocation During a Program
Relocating to another state while enrolled in a licensure program may affect:
- Eligibility to continue in the program,
- Ability to meet state licensure requirements, and/or
- Eligibility for certain types of financial aid.
Students considering relocation should contact their academic program prior to moving to discuss authorization and licensure implications.
Student Responsibility for Licensure
Students are responsible for reviewing all academic and professional requirements associated with their intended licensure, including practicum/internship requirements and any pre-licensure conditions such as criminal background checks.
Clark State strongly encourages students to contact the appropriate licensure board(s) in the state where they reside or intend to seek licensure before enrolling and prior to beginning any practicum or internship experience. Licensure boards may require additional criteria beyond successful completion of a degree.
State laws, regulations, and policies may change at any time and could affect a program’s ability to meet educational requirements for licensure. Clark State cannot guarantee that any student will obtain licensure or certification in a particular state and is not liable if a student is unable to qualify for licensure, certification, or practicum/internship placement in any jurisdiction.
Ohio Complaint Resolution Process
The Ohio Department of Higher Education is responsible for reviewing formal complaints against public, independent non-profit, and proprietary institutions of higher education in Ohio. While ODHE has limited authority and cannot provide legal advice or initiate civil court proceedings, the Chancellor’s staff will review submitted complaints and work with student complainants and institutions as appropriate.
