Sexual Misconduct Title IX:
Clark State is committed to providing a healthy learning, working, and living environment where all members of our community are treated with dignity and respect. Sex discrimination, sexual harassment, sexual assault, dating violence, domestic violence and stalking are not tolerated.
Title IX is a federal civil rights law that protects individuals from discrimination based on sex in educational programs and activities that receive federal funding. In simple terms, it means: no one can be excluded, denied benefits or treated unfairly because of their sex, gender identity, pregnancy, parenting status or related conditions.
If you experience or witness conduct that concerns you, please report it. All reports are reviewed by the College’s Title IX Office in accordance with institutional policies and procedures.

Our Commitment to Non-Discrimination
Clark State does not discriminate on the basis of race, color, religion, sex, gender identity or expression, sexual orientation, national origin, ancestry, military status, disability, age (40 or older), genetic information, pregnancy or parenting status, foster parent status or any other protected category under federal or Ohio law. This applies to admissions, education programs, employment and campus activities.
Reporting
We encourage reporting so we can: stop the behavior, prevent recurrence, address its effects and provide support.

- Report to any college employee (employees must report within 24 hours)
A formal complaint is a written document filed by a complainant or signed by the Title IX coordinator requesting an investigation. Once a formal complaint is received, the college will:
- Provide written notice to both parties
- Offer supportive measures
- Conduct a prompt, fair, and impartial investigation
- Provide equal opportunity to present evidence
- Issue a written determination
Both parties have the right to an advisor of their choice.
When a formal complaint is filed, a process will follow that includes initial assessment; notice to parties; a prompt, fair and impartial investigation, equal opportunity to present evidence and evidence review, a written determination and an opportunity for appeal.
Both parties may appeal on specific grounds outlined in college procedures, such as procedural irregularity, new evidence and conflict of interest or bias.
All Title IX personnel receive annual training on impartial investigations, relevance of evidence, avoiding bias and conflicts of interest, trauma-informed response. Clark State strictly prohibits retaliation against individuals who report misconduct or participate in a Title IX process.
Supports
Supportive measures are non-disciplinary, non-punitive, individualized and available whether or not a formal complaint is filed. Examples may include counseling referrals, schedule adjustments, extensions on assignments, campus safety services, no-contact directives and workplace adjustments.
These measures are designed to restore and preserve equal access to education and employment.
Confidentiality is respected to the extent permitted by law.
Prevention and Education
Clark State’s Title IX and Sexual Violence Prevention teams participate in and lead trainings for leadership, faculty, staff and students who work to raise awareness, promote prevention, increase campus safety and coordinate resources. Prevention resources and training are ongoing and available throughout the academic year.
